International status

(1) Undertakings that provide international telecommunications services, or that, in the course of their offering, operate radio equipment capable of causing harmful interference to radio services of other countries, are recognised operating agencies within the meaning of the Constitution and Convention of the International Telecommunication Union. Those undertakings are subject to the obligations arising from the Constitution of the International Telecommunication Union.
(2) Undertakings that provide international telecommunications services must, in accordance with the provisions of the Constitution of the International Telecommunication Union, 1. give absolute priority to all messages concerning the safety of human life at sea, on land, in the air, and in outer space, and to extremely urgent epidemiological messages of the World Health Organization, 2. give priority, so far as possible, to government telecommunications over other telecommunications traffic, where this is expressly requested by the person submitting the connection.
