Prohibition of discrimination

(1) The Federal Network Agency may require undertakings with significant market power to ensure that access agreements are based on objective criteria, are comprehensible, ensure equivalent access, and satisfy the requirements of equal opportunity and equity.
(2) The Federal Network Agency may require undertakings with significant market power to make access products and services available to all undertakings, including themselves, within the same time limits and on the same terms, including as regards charges and scope of services, and by means of the same systems and procedures, in order to ensure equivalent access within the meaning of subsection (1).
