Decisions of the Federal Network Agency

(1) Decisions of the Federal Network Agency are to be given reasons. They are to be notified to the parties, together with the reasons and an instruction on the available legal remedy.
(2) Decisions issued against a party abroad are notified by the Federal Network Agency to the persons whom the party has named to the Federal Network Agency as authorised representatives within Germany or in another Member State of the European Union. Where the party has not named authorised representatives within Germany or in another Member State of the European Union, the Federal Network Agency notifies the decision by publication in the Federal Gazette, or effects service abroad under section 9 of the Administrative Service of Documents Act.
(3) In other respects, section 41 of the Administrative Procedure Act remains unaffected.
(4) Where a procedure is not concluded with a decision, the parties are to be notified of the conclusion of the procedure.
