(1) In using the ways of communication, any impediment to their upkeep and any temporary restriction of the purpose for which they are dedicated is to be avoided as far as possible.
(2) Where their upkeep is impeded, the holder of the right of use must reimburse the party responsible for upkeep for the costs arising from the impediment.
(3) After completion of work on the telecommunications lines, the holder of the right of use must restore the way of communication without delay, unless the party responsible for upkeep has declared that it wishes to carry out the restoration itself. The holder of the right of use must reimburse the party responsible for upkeep for the expenses of restoration carried out by it, and must compensate for damage arising from the work on the telecommunications lines.
(4) The party responsible for upkeep may assert fulfilment of the obligations by the holder of the right of use, and its own rights, by written administrative act.
