Calculation of connection charges

(1) In billing, providers of publicly available number-based interpersonal telecommunications services and providers of internet access services are required 1. to determine the duration and time of time-based connections of number-based interpersonal telecommunications services and internet access services, with regular synchronisation against an official time standard; 2. to determine the distance zones relevant for tariffing; 3. to determine the volume of data transmitted for volume-based connections of number-based interpersonal telecommunications services and internet access services, using a procedure prescribed under subsection (3); and 4. to subject the systems, procedures, and technical facilities by which charge claims are calculated on the basis of the connection data determined to regular checks for billing accuracy and consistency with the contractually agreed charges.
(2) Compliance with the conditions under subsection (1), points 1 to 3, and the billing accuracy and charge correctness of the data-processing facilities under subsection (1), point 4, must be ensured through a quality assurance system, or must be reviewed once a year by publicly appointed and sworn experts or comparable bodies. As evidence of compliance with this provision, the certification of an accredited certification body for quality assurance systems, or the review result of a publicly appointed and sworn expert, must be submitted to the Federal Network Agency.
(3) The Federal Network Agency determines, in consultation with the Federal Office for Information Security, and after hearing the undertakings, professional circles, and consumer associations concerned, requirements for the systems and procedures for determining the charge for volume-based connections under subsection (1), points 2 to 4.
