Implementation of the priority telecommunications entitlement

(1) Priority telecommunications users must notify their provider, in good time in advance, 1. which connections and transmission paths are to have priority fault repair, 2. for which mobile connections priority connections are to be used. In doing so, priority telecommunications users under section 186(3), first sentence, point 9, must present the certificate issued to them.
(2) For implementing the priority telecommunications entitlement, the party obligated under section 186(1) and (2) must take precautions without delay after receipt of the notification under subsection (1), first sentence. It must reverse these precautions after termination of the connection or upon expiry of the period referred to in section 186(3), second sentence, unless a new certificate under section 186(3), first sentence, point 9, is presented before expiry of that period. The parties obligated under section 186(1) and (2) must inform the user concerned without delay of the establishment and the reversal of the precautions taken.
(3) For fulfilling the obligation under section 186(2), first sentence, the duration or the data transmission rate of non-priority connections may be limited to the extent necessary. The first sentence does not apply to connections to the emergency numbers 110 and 112; section 4 of the Ordinance on Emergency Call Connections of 6 March 2009 (Federal Law Gazette I, p. 481), as last amended by Article 1 of the Act of 26 November 2012 (Federal Law Gazette I, p. 2347), as amended from time to time, remains unaffected.
