Prepayment

(1) Consumers must have the ability to obtain, on a prepayment basis, access to the public telecommunications network and to make use of voice communications services, internet access services, or publicly available number-based interpersonal telecommunications services.
(2) Where a service under subsection (1) is not offered, the Federal Network Agency puts the service out to tender.
(3) The Federal Network Agency may determine the details.
(4) In the case of prepaid services, the previous provider refunds the remaining credit balance to the consumer, on request, on termination of the contract.
