Purpose of the Act, scope of application

(1) The purpose of this Act is to promote competition in the field of telecommunications and high-performance telecommunications infrastructure through technology-neutral regulation, and to ensure appropriate and adequate services throughout the country. The laying and alteration of telecommunications lines for the purpose of expanding public telecommunications networks is, until the expiry of 31 December 2030, in the overriding public interest.
(2) This Act applies to all undertakings or persons who, within the territorial scope of this Act, operate telecommunications networks or telecommunications installations or provide telecommunications services, and to the other persons entitled and obliged under this Act.
