Scope of application

The provisions of this Division apply to safeguard a minimum provision of telecommunications services
1. in the case of significant disruptions to the provision of telecommunications services that are directly impending or have already occurred, in particular as a result of natural disasters, particularly serious accidents, acts of sabotage, terrorist attacks, or other comparable events, or in a state of tension or a state of defence, and
2. for fulfilling
a) international agreements on emergency management,
b) cooperation with the United Nations, or
c) alliance obligations.
