(1) The Federal Network Agency may set up scientific commissions to prepare its decisions or to assess questions of regulation. The members of these commissions must have particular economic, business-management, socio-political, technological, or legal experience in the field of telecommunications, and demonstrated scientific knowledge.
(2) The Federal Network Agency receives ongoing scientific support in performing its functions. This concerns, in particular, 1. the regular assessment of the economic, business-management, legal, and social development of telecommunications domestically and abroad, and 2. the preparation and further development of the scientific foundations for shaping the right to the provision of telecommunications services, the regulation of providers with significant market power, the rules on open network access and interconnection, and numbering and customer protection.
