(1) The Federal Network Agency may require an undertaking with significant market power to keep separate accounts for specified activities connected with access services. In particular, the Federal Network Agency may require a vertically integrated undertaking with significant market power to make its wholesale prices and internal transfer prices transparent. In doing so, the Federal Network Agency may give specific requirements as to the format to be used and the accounting method to be used.
(2) The Federal Network Agency may require the cost accounting and bookkeeping records under subsection (1), including all related information and documents, to be submitted to it in a prescribed form on request. The Federal Network Agency may publish this information in an appropriate form, insofar as this contributes to achieving the objectives referred to in section 2. In doing so, the provisions safeguarding business or trade secrets are to be observed.
