(1) No payments to the caller may be made on the basis of connections where the connection charge is billed to the called party (reverse-charge calls). Offering reverse-charge call services with a payment to the caller under the first sentence is not permitted.
(2) The Federal Network Agency maintains a blocking list of telephone numbers to be blocked by reverse-charge call services for incoming reverse-charge calls. End users may instruct their provider of telecommunications services to arrange, free of charge, for their numbers to be entered on the blocking list. Removal from the list may be subject to a charge. The provider transmits the end user's request, as well as any deletions required because a derived assignment has lapsed, to the Federal Network Agency. The Federal Network Agency makes the blocking list available for retrieval by providers of reverse-charge call services.
