The supervisory authority may require a scheme of operations to be amended before new insurance contracts are concluded. Where this appears necessary to safeguard the interests of the insured, the supervisory authority may amend or revoke a scheme of operations with effect for existing insurance relationships and for those not yet wound up. The first and second sentences do not apply to reinsurance undertakings.
