(1) The supervisory authority takes its measures in the exercise of due discretion.
(2) Where several means come into consideration for averting a danger, it suffices that one of them is specified. The party concerned must, on application, be permitted to apply another equally effective means, provided the interests of the insured are not thereby impaired to a greater extent.
