Obligation to compensate for damages

Where a collision occurs between sea-going ships, the Reeder of the ship causing the collision is liable for the damage caused to the other ship and to the persons and property located on board on either or both of the ships. However, such obligation to compensate for damages will arise only if fault or neglect is attributable to the Reeder of the ship causing the collision, or to one of the persons referred to in section 480.
