(1) The bodies named in section 86 should
1. coordinate, with one another and by mutual agreement, plans that are also material for the forming of intentions and the performance of functions of the others; and
2. aim at joint local and supra-local plans, within their area of functions, concerning social services and institutions, in particular their provision and use. The respective territorial corporations, as well as charitable and voluntary institutions and organisations, should be involved, in particular with regard to ascertaining need.
(2) The bodies named in section 86 should coordinate with one another research projects on the same subject.
