Where an administrative act has been unchallengeably revoked or withdrawn, or where its effectiveness is otherwise not, or no longer, given for another reason, the authority may reclaim the instruments or things issued on the basis of that administrative act that are intended to prove the rights arising from the administrative act, or to exercise them. The holder, and, where he or she is not the possessor, also the possessor, of these instruments or things is obliged to surrender them. The holder or the possessor may, however, demand that the instruments or things be handed back to him or her once they have been marked as invalid by the authority; this does not apply to things for which such a marking is not possible, or not possible with the required visibility or permanence.
