An administrative act is any order, decision or other exercise of sovereign authority taken by an authority to regulate an individual case in the field of public law, and that is directed at direct legal effect vis-à-vis third parties. A general order is an administrative act that is addressed to a group of persons determined or determinable by general characteristics, or that concerns the public-law character of a thing, or its use by the public.
