Duty of administrative assistance

(1) Every authority renders supplementary assistance (administrative assistance) to other authorities on request.
(2) There is no administrative assistance where 1. authorities render assistance to one another within an existing relationship of instruction; 2. the assistance rendered consists of acts incumbent on the requested authority as its own function.
