Quorum

(1) Committees have a quorum where all members have been summoned and more than half, but at least three, of the members entitled to vote are present. Resolutions may also be adopted in a written procedure where no member objects.
(2) Where a matter has been deferred for lack of a quorum, and the committee is summoned anew to deal with the same matter, it has a quorum without regard to the number appearing, where this has been pointed out in that summons.
