Submission of the plan and organisation of the procedure

(1) The developer of the project must submit the complete plan electronically to the plan approval authority. The plan consists of the drawings and explanations that disclose the project, its occasion, and the plots of land and installations affected by the project. The requirements of secrecy and sabotage protection must be observed. The plan approval authority examines, within one month of submission of the plan, whether the plan documents are complete. Where the plan documents are incomplete or contain manifest inaccuracies, the plan approval authority works with the developer of the project without delay towards their supplementation or correction.
(2) The plan approval authority should determine that the plan is to be submitted through an administrative portal made available by it or its administrative entity, and that this is to form the basis for the authority participation to be carried out, the hearing procedure to be carried out, and the further procedural steps to be carried out between the parties.
(3) The plan approval authority determines the technical requirements for the electronic exchange and for the administrative portal, and the nature and extent of the documents to be submitted.
(4) Where the electronic conduct of the plan approval procedure provided for in the provisions of this Chapter is not possible for technical reasons, the plan approval authority determines the further course of action.
