Concept of the administrative procedure

The administrative procedure within the meaning of this Act is the externally effective activity of the authorities that is directed at examining the conditions for, preparing, and issuing an administrative act, or at concluding a public-law contract; it includes the issuing of the administrative act or the conclusion of the public-law contract.
