Representative in the case of uniform submissions

(1) In the case of applications and submissions that, in an administrative procedure, have been signed by more than 50 persons on signature lists, or submitted in the form of duplicated identical texts (uniform submissions), the signatory who is designated therein, with his or her name, occupation and address, as representative counts, for the procedure, as the representative of the other signatories, insofar as he or she has not been appointed as authorised representative by them. Only a natural person may be a representative.
(2) The authority may disregard uniform submissions that do not clearly and visibly contain the particulars under subsection (1), first sentence on every page bearing a signature, or that do not meet the requirement of subsection (1), second sentence. Where the authority intends to proceed in this way, it must communicate this by local public notice. The authority may further disregard uniform submissions to the extent that signatories have not stated their name or address, or have stated them illegibly.
(3) The power of representation lapses as soon as the representative or the person represented declares this to the authority in writing; the representative may make such a declaration only in respect of all persons represented. Where the person represented makes such a declaration, he or she should at the same time inform the authority whether he or she maintains the submission and whether he or she has appointed an authorised representative.
(4) Where the power of representation of the representative ends, the authority may call on those no longer represented to appoint a joint representative within a reasonable period. Where more than 50 persons are to be called on, the authority may give the call by local public notice. Where the call is not complied with in time, the authority may appoint a joint representative on its own initiative.
