The provisions of this Chapter are to be applied from the entry into force of the respective legal act of the European Community, where this has direct effect, and otherwise from the expiry of the respective implementation period. They also apply in relation to the other states party to the Agreement on the European Economic Area, insofar as legal acts of the European Community also apply to those states.
