(1) The single point of contact receives notices, applications, declarations of intent and documents, and forwards them without delay to the competent authorities.
(2) Notices, applications, declarations of intent and documents are deemed received by the competent authority on the third day after receipt by the single point of contact. Time limits are preserved by receipt at the single point of contact.
(3) Where the notice, the application or the making of a declaration of intent is to set a time limit within which the competent authority must act, the competent authority issues an acknowledgement of receipt. The acknowledgement of receipt must state the date of receipt at the single point of contact and must point out the time limit, the conditions for the commencement of its running, a legal consequence attached to its expiry, and the available legal remedies.
(4) Where the notice or the application is incomplete, the competent authority communicates without delay which documents are to be furnished subsequently. The communication contains the indication that the running of the period under subsection (3) begins only with the receipt of the complete documents. The date of receipt of the subsequently furnished documents at the single point of contact must be communicated.
(5) Insofar as the single point of contact is used for handling the procedure, communications of the competent authority to the applicant or the person subject to a duty of notification should be passed on through it. Administrative acts are, on the demand of the person to whom the administrative act is addressed, notified directly by the competent authority.
(6) A written administrative act transmitted abroad by post is deemed notified one month after posting. Section 41(2), third sentence applies correspondingly. The applicant or the person subject to a duty of notification cannot be required under section 15 to appoint an authorised recipient.
