Laying open of documents

(1) Where the laying open of documents for inspection is ordered by legal provision, it is effected by the documents being published on a website of the authority competent for the laying open, or of its administrative entity. Where publication on the internet is not possible, in particular for technical reasons, the authority determines another manner of laying open.
(2) The notice of the laying open must state 1. the period of the laying open; 2. the website through which publication is effected; and 3. in the case of subsection (1), second sentence, instead of the particulars under no. 2, the manner and place of the other laying open.
(3) The authority may demand that the documents to be submitted for the laying open be submitted in an electronic format customary in dealings.
(4) Where the documents contain secrets under section 30, the person who must submit these documents is obliged 1. to mark these secrets, and 2. to submit to the authority, for the purpose of the laying open, an additional description setting out the content of the relevant parts of the documents without disclosing the secrets.
