Where a project whose carrying out has begun is finally abandoned, the plan approval authority must set aside the plan approval decision. In the decision setting it aside, the developer of the project must be required to restore the former condition, or to take other suitable measures, insofar as this is required for the welfare of the general public or to avoid adverse effects on the rights of others. Where such measures become necessary because changes have occurred on a neighbouring plot of land after the conclusion of the plan approval procedure, the developer of the project may be required, by decision of the plan approval authority, to take suitable precautions; the costs thereby arising must, however, be borne by the owner of the neighbouring plot of land, unless the changes were caused by natural events or force majeure.
