Plan amendments before completion of the project

(1) Where the approved plan is to be amended before completion of the project, a new plan approval procedure is required.
(2) In the case of plan amendments of insignificant importance, the plan approval authority may dispense with a new plan approval procedure where the interests of others are not affected, or where the persons affected have consented to the amendment.
(3) Where the plan approval authority carries out a plan approval procedure in the cases of subsection (2), or in other cases of a plan amendment of insignificant importance, no hearing procedure and no public notification of the plan approval decision is required.
