Application of the provisions on the formal administrative procedure

(1) The formal administrative procedure under this Act takes place where it is ordered by legal provision.
(2) For the formal administrative procedure, sections 64 to 71 apply and, insofar as nothing different follows from them, the other provisions of this Act.
(3) The communication under section 17(2), second sentence and the call under section 17(4), second sentence must be publicly notified in the formal administrative procedure. Public notice is effected by the authority making the communication or the call known in its official gazette and additionally in local daily newspapers circulating in the area in which the decision is expected to have effect.
