The plan approval authority may, on the proposal of, or with the consent of, the developer of the project, engage a third party to prepare and carry out procedural steps, in particular 1. the preparation of procedural schedules determining procedural stages and interim dates, 2. the quality management of the applications and documents of the project developers, 3. the monitoring of time limits, 4. the coordination of required expert opinions, 5. the drafting of a hearing report, 6. the initial evaluation of the comments submitted, 7. the organisational preparation of a discussion hearing, and 8. the conduct of a discussion hearing, 9. the drafting of decisions, 10. the coordination of expropriation and compensation procedures. The decision on the application for plan approval or plan approval permission remains with the plan approval authority.
