Concurrence of several projects

(1) Where several independent projects for whose carrying out plan approval procedures are prescribed concur in such a way that only a single decision is possible for these projects or for parts of them, and where at least one of the plan approval procedures is governed by federal law, only one plan approval procedure takes place for these projects or for parts of them.
(2) Competences and procedure are governed by the legal provisions on the plan approval procedure prescribed for the installation that affects the larger circle of public-law relationships. Where doubt exists as to which legal provision applies, and, under the legal provisions coming into consideration, several federal authorities in the areas of business of several supreme federal authorities are competent, the Federal Government decides; otherwise the competent supreme federal authority decides. Where doubt exists as to which legal provision applies, and, under the legal provisions coming into consideration, a federal authority and a Land authority are competent, then, where the supreme federal and Land authorities do not reach agreement, the Federal Government and the Land government bring about agreement as to which legal provision applies.
