(1) An administrative act becomes effective, as against the person for whom it is intended or who is affected by it, at the point in time at which it is notified to that person. The administrative act becomes effective with the content with which it is notified.
(2) An administrative act remains effective for as long as, and to the extent that, it has not been withdrawn, revoked, otherwise set aside, or has not been disposed of by the passage of time or in another manner.
(3) A void administrative act is without effect.
