(1) Where the formal administrative procedure takes place before a committee (section 88), every member has the right to put material questions. Where a question is objected to by a party, the committee decides on its admissibility.
(2) At the deliberation and vote, only committee members who took part in the oral hearing may be present. Further, persons employed for training purposes at the authority at which the committee is formed may be present, insofar as the chair permits their presence. The results of votes must be recorded.
(3) Every party may challenge a member of the committee who may not act in this administrative procedure (section 20) or in respect of whom the concern of bias exists (section 21). A challenge before the oral hearing must be declared in writing or recorded. The declaration is inadmissible where the party has entered into the oral hearing without asserting a ground for challenge known to it. Section 20(4), second to fourth sentences applies to the decision on the challenge.
