Dispensing with plan approval and plan approval permission

Plan approval and plan approval permission are dispensed with in cases of insignificant importance. These exist where 1. other public interests are not affected, or the required official decisions exist and do not conflict with the plan; 2. the rights of others are not affected, or corresponding agreements have been reached with those affected by the plan; and 3. no other legal provisions prescribe public participation that must meet the requirements of section 73(1), first and second sentences, (2) and (3), and of section 73b.
