(1) A public-law contract that interferes with the rights of a third party becomes effective only once the third party consents in writing.
(2) Where a contract is concluded instead of an administrative act for whose issuing the approval, consent or agreement of another authority is required by legal provision, the contract becomes effective only after the other authority has participated in the prescribed form.
