(1) In the formal administrative procedure, the parties must be given the opportunity to comment before the decision.
(2) The parties must be given the opportunity to be present at the examination of witnesses and experts and at the taking of a view of the object, and to put material questions in this connection; an opinion available in writing or electronically should be made accessible to them.
