Members of the resolution college and further participants

(1) The following authorities are voting members of the resolution college: 1. the resolution authority; 2. the resolution authorities of the other Member States in which a subsidiary undertaking subject to supervision on a consolidated basis is established; 3. the resolution authorities of the other Member States in which a parent undertaking of one or more institutions of the group is established; 4. the resolution authorities of the other Member States in which significant branches are located; 5. the Deutsche Bundesbank; 6. the European Central Bank, where it is the competent authority for a group entity under Regulation (EU) No 1024/2013; 7. the supervisory authority; 8. the supervisory authorities of the other Member States whose resolution authority is a member of the resolution college; where the supervisory authority of a Member State is not the central bank of that State, the supervisory authority may decide to be accompanied by a representative of the central bank of that Member State; 9. the Federal Ministry of Finance; 10. the competent ministries, in cases where the resolution authorities of the other Member States that are members of the resolution college are not the competent ministries; 11. the authority supervising the deposit guarantee scheme; 12. the authority responsible for the deposit guarantee scheme of a Member State, where the resolution authority of that Member State is a member of a resolution college.
(2) The European Banking Authority contributes to ensuring the efficient, effective, and consistent functioning of resolution colleges, having regard to international standards. For this purpose, it is invited, as a non-voting member, to the meetings of the resolution college.
(3) The resolution authorities of third countries, in which an EU parent undertaking established in the European Union has a subsidiary undertaking or a significant branch, may, on their request, be invited to participate as observers in the resolution college concerned, provided that those resolution authorities are subject to confidentiality obligations that the resolution authority considers comparable to the requirements laid down in sections 4 to 10 and 21.
