The Federal Ministry of Finance is empowered, by statutory instrument not requiring the consent of the Bundesrat, in consultation with the Deutsche Bundesbank, to issue more detailed provisions for loans of one million or more concerning 1. determining the loan amounts and borrowers, 2. determining the credit equivalent amounts of derivatives, and determining repo and securities lending transactions and other transactions comparable to these, and the guarantees assumed for these transactions, 3. attributing loans to borrowers, 4. the content of the notifications, the notification periods, and the observation period under section 14(1), first sentence, 5. further particulars in the notification under section 14(2), second sentence, insofar as this is necessary on account of information the Deutsche Bundesbank has received from foreign central credit registers, 6. details of the particulars in the notification under section 14(2), second sentence, in particular the conditions for, and content of, the acknowledgements of information on forecast probabilities of default, and the breakdown of that notification under section 14(2), third sentence, and 7. details of the electronic data transmission procedure under section 14(2), sixth sentence. The Federal Ministry of Finance may, by statutory instrument, transfer the power to the Federal Institute, on the condition that the statutory instrument is issued in agreement with the Deutsche Bundesbank. Before issuing the statutory instrument, the institutions' umbrella associations must be heard.
