Associations entitled to propose

(1) The right of proposal under section 19(2) is exercised, within the following circles, by the following organisations, for one assessor and one deputy assessor each:
1. for the circle of the arts, by Deutscher Kulturrat, Bund Deutscher Kunsterzieher e. V., Künstlergilde e. V., Bund Deutscher Grafik-Designer,
2. for the circle of literature, by Verband deutscher Schriftsteller, Freier Deutscher Autorenverband, Deutscher Autorenverband e. V., PEN-Zentrum,
3. for the circle of the book trade and publishing, by Börsenverein des Deutschen Buchhandels e. V., Verband Deutscher Bahnhofsbuchhändler, Bundesverband Deutscher Buch-, Zeitungs- und Zeitschriftengrossisten e. V., Bundesverband Deutscher Zeitungsverleger e. V., Verband Deutscher Zeitschriftenverleger e. V., Börsenverein des Deutschen Buchhandels e. V. - Verlegerausschuss, Arbeitsgemeinschaft der Zeitschriftenverlage (AGZV) im Börsenverein des Deutschen Buchhandels,
4. for the circle of providers of image carriers and of digital services, by Bundesverband Video, Verband der Unterhaltungssoftware Deutschland e. V., Spitzenorganisation der Filmwirtschaft e. V., Bundesverband Informationswirtschaft, Telekommunikation und neue Medien e. V., Deutscher Multimedia Verband e. V., Electronic Commerce Organisation e. V., Verband der Deutschen Automatenindustrie e. V., IVD Interessengemeinschaft der Videothekare Deutschlands e. V.,
5. for the circle of providers of voluntary youth welfare assistance, by Bundesarbeitsgemeinschaft der Freien Wohlfahrtspflege, Deutscher Bundesjugendring, Deutsche Sportjugend, Bundesarbeitsgemeinschaft Kinder- und Jugendschutz (BAJ) e. V.,
6. for the circle of providers of public youth welfare assistance, by Deutscher Landkreistag, Deutscher Städtetag, Deutscher Städte- und Gemeindebund,
7. for the circle of the teaching profession, by Gewerkschaft Erziehung u. Wissenschaft im Deutschen Gewerkschaftsbund, Deutscher Lehrerverband, Verband Bildung und Erziehung, Verein Katholischer deutscher Lehrerinnen, and
8. for the circle of the corporations under public law named in section 19(2) no. 8, by the Plenipotentiary of the Council of the EKD at the seat of the Federal Republic of Germany, the Commissariat of the German Bishops - Catholic Office in Berlin, and the Central Council of Jews in Germany. For each organisation exercising its right of proposal, one assessor and one deputy assessor must be appointed. Where one of the organisations named in the first sentence submits several proposals, the Federal Ministry for Family Affairs, Senior Citizens, Women and Youth selects an assessor.
(2) For the groups named in section 19(2), assessors and deputy assessors may also be proposed by organisations not determined by name. The Federal Ministry for Family Affairs, Senior Citizens, Women and Youth shall call, in January of each year, in the Federal Gazette, for such proposals to be submitted within six weeks. From the proposals received in time, it must appoint one additional assessor and one deputy assessor per group. Proposals from organisations that possess no independent associational standing, or that cannot be expected to engage in a lasting activity, are not to be taken into account. Where several interested parties' proposals compete and they do not agree on a single proposal, the matter is decided by lot; paragraph 1, third sentence applies accordingly. Where this appears necessary having regard to the workload of the Review Board for Media Harmful to Young Persons, and where the proposals of the organisations determined by name within a group are numerically insufficient, the Federal Ministry for Family Affairs, Senior Citizens, Women and Youth may also appoint several assessors and deputy assessors; the fifth sentence applies accordingly.
