(1) The Federal Ministry of Finance is authorised, by statutory instrument not requiring the consent of the Bundesrat, to issue detailed provisions on 1. the methods of contribution assessment under section 19(2) to (4), 2. the calculation and levying of annual contributions, including covering administrative costs and other costs and levying minimum contributions under section 26(1), third and fourth sentences, of one-off payments, of special contributions and of special payments, 3. the levying of default interest for contributions paid late, 4. the modalities of taking out credit, 5. the requirements for investing the available financial means, and 6. the conditions for taking payment commitments under section 18(2) and (3) into account as available financial means. The statutory compensation schemes must be heard before the statutory instrument is issued.
(2) The European Banking Authority is notified of the content of the statutory instrument.
(3) The Federal Ministry of Finance may transfer the authorisation, by statutory instrument, to BaFin.
