Insofar as BaFin's costs are not covered by fees, separate reimbursements under section 15, or other income, they are to be apportioned, having regard to shortfalls, uncollected amounts and surpluses of previous years, proportionately among the credit and financial services institutions, securities institutions, payment and e-money institutions, Kreditanstalt für Wiederaufbau, the capital management companies, externally managed UCITS investment stock corporations, insurance undertakings, investment services enterprises and issuers with a domestic seat whose securities are admitted to trading on a domestic stock exchange or included in the open market, the resolution institutions, and the financial-reporting-enforcement issuers, in accordance with sections 16a to 16s.
