Whoever contravenes a provision of sections 2 and 14, or a duty arising from sections 18 to 24, 26, is liable to imprisonment for a term not exceeding two years or to a fine, where that person has suspended payments or insolvency proceedings have been opened over that person's assets, and where the contravention frustrates a claim of the entitled person to separation of the securities, or makes the enforcement of such a claim more difficult.
