(1) The statutory provision ordering a federal statistic must determine the survey characteristics, the auxiliary characteristics, the type of survey, the reporting period or reporting date, the periodicity, and the group of persons to be surveyed.
(2) Serial numbers and reference numbers for conducting federal statistics require determination in the statutory provision ordering a federal statistic only insofar as they contain information on personal or material circumstances going beyond the survey and auxiliary characteristics.
