User-friendliness and accessibility

(1) The Federation and the Länder shall, through suitable measures, ensure the user-friendliness and simple, intuitive usability of the cross-cutting access to electronic administrative services, including the IT components relevant to that access. Users should be involved in the development of new electronic offerings.
(2) The cross-cutting access to electronic administrative services, including the IT components relevant to that access, must be designed, in accordance with the Accessible Information Technology Ordinance, so as to be usable free of barriers.
