IT security; authorisation to issue an ordinance

For the IT components used within the portal network and for connection to the portal network, the standards necessary to ensure IT security are laid down by statutory ordinance of the Federal Ministry of the Interior and Community, not requiring the consent of the Bundesrat. Compliance with the IT security standards is mandatory for all bodies using the relevant IT components. The rules laid down in the statutory ordinance may not be derogated from by Land law. Section 4(2) applies accordingly.
