(1) Unless otherwise agreed by the parties, any decision of the arbitral tribunal taken in arbitral proceedings with more than one arbitrator is to be made by a majority of the votes cast by all of its members.
(2) If an arbitrator refuses to participate in a vote, then unless otherwise agreed by the parties, the other arbitrators may decide on the matter without the arbitrator refusing to participate in the vote. The parties are to be given advance notice of the intention to vote on the arbitral award without the refusing arbitrator. In the case of other decisions, the parties are to be informed of the refusal to participate in the vote after the decision has been taken.
(3) The presiding arbitrator may decide on individual questions of procedure alone if so authorised by the parties or the other members of the arbitral tribunal.
